The provisions of this Constitutional Act and provisions of special acts by means of which rights and
freedoms of members of national minorities are being regulated, must be explained and implemented with
the purpose of respecting the members of national minorities and Croatian people, development of
understanding, solidarity, tolerance and dialogue between them.
