Public Speaking in Sabor

old rules of procedureEver since the distant past members of Sabor were required to address their fellow members spontaneously, without reading speeches they had written down, since such manner was thought more convincing and effective than reading written texts.

According to the provision of the article 52 of the Rules of Procedure of the Parliament of the Kingdom of Croatia, Slavonia and Dalmatia dating from 1861: “Speeches written on paper are not to be read”. The 1875 Rules of Procedure in article 40 similarly says: “No member of Sabor is to read his speech”.

There is a provision on the reading ban in the Rules of Procedure of the Croatian State Parliament dating from 1942, but in the Rules of Procedure of the Croatian People’s Parliament from 1947 and in all the later rules of procedure such provisions can no longer be found.
