According to the Rules of Procedure, the Parliamentary Presidency decides on the arrangement of Members of Parliament’s seats in the Session Hall. The arrangement is based on MPs’ membership of an MP Club.

Historically viewed, Sabor's very first set of Rules of Procedure dating from 1861 already contained provisions regarding MP's seats in the Session Hall.
