Commission on Fiscal Policy

Scope of work

Pursuant to Article 45 of the Standing Orders of the Croatian Parliament (Official Gazette number 81/13) the Croatian Parliament at its session on 18 December 2013 adopted a Decision establishing a Commission on Fiscal Policy (Official Gazette number 156/13). Main task of the Commission on Fiscal Policy is to envisage and evaluate the implementation of fiscal rules that is:
- envisage and evaluate the implementation of fiscal rules enacted by the Law on Fiscal Responsibility proposed by the state budget and financial plans of extra-budgetary users of the state budget for a budget year and projects for the next two years;
- envisage and evaluate the implementation of fiscal rules enacted by the Law on Fiscal Responsibility proposed by the amendments of the state budget and financial plans of extra-budgetary users of the state budget;
- envisage and evaluate the implementation of fiscal rules enacted by the Law on Fiscal Responsibility proposed by the semi-annual and annual report on implementation of the state budget and financial plans of extra-budgetary users of the state budget;
- envisage and evaluate the implementation of fiscal rules enacted by the Law on Fiscal Responsibility in documents adopted by the Government of the Republic of Croatia related to the process of drafting the state budget and the budget of local and regional self-government units and financial plans of extra-budgetary users and projects for medium-term budgetary framework;
- envisage and comparison of macro-economic and budgetary projects with the latest available projects of European Commission in the documents adopted by the Government of the Republic of Croatia or documents proposed by the Government of the Republic of Croatia to the Croatian Parliament related to process of drafting the state budget and the budget of local and regional self-government units as well as financial plans of extra-budgetary users of the state budget for medium-term budgetary framework;
- determine catastrophe that is larger economic disturbances influencing significantly the financial situation of the budget postponing temporarily the implementation of the fiscal rule provided that fiscal sustainability in medium-term framework has not been jeopardized. Pursuant to Article 81 of the Constitution of the Republic of Croatia and Item II. of the Decision establishing a Commission on Fiscal Policy Croatian Parliament at its session on 28 February 2014 enacted a Decision concerning the appointment of members of the Commission on Fiscal Policy (Official Gazette number 30/14).
