
The first summit of the Initiative took place on 25–26 August 2016 in Dubrovnik at the level of heads of state or government, entitled “Strengthening Europe: Connecting North and South.” At the Summit, representatives of 12 EU Member States signed the Initiative’s first document – the Dubrovnik Statement – establishing the Three Seas Initiative as an informal political and economic platform focused on the cohesion and development of the economic space between the Baltic, Black, and Adriatic Seas.
Its stated goal was to improve North-South infrastructure connectivity and expand cooperation in energy, transport, digital and economic sectors.
Over the past ten years, ten summits of the Initiative have been held at the level of heads of state or government. At last summit in Warsaw on 28 and 29 April 2025, the participants adopted a Joint Declaration highlighting, among other things, the Initiative’s achievements so far, reaffirming commitment to further work on strategic projects, and expressing strong support for achieving a just peace in Ukraine.
